Update on Member Motions and Consultation on Amendments to Nation’s Constitution, Custom Election Act and Membership Law

RE: Update on Member Motions and Consultation on Amendments to Nation’s Constitution, Custom Election Act and Membership Law
On behalf of Leadership, I write to provide you with an update on the Member motions that were advanced at the General Band Meeting on December 1, 2025. We would like to thank all Members for their participation. However, motions advanced by Members at a Band Meeting are not legally enforceable pursuant to the Nation’s laws in order to ensure that enforceable decisions cannot be made by Members except when all Members have notice of the question being considered and can decide whether or not to participate in the decision making process.
Further, there is a process for amending legislation in the Constitution which has to be followed prior to any amendments being made to any Nation laws. The Council has nonetheless reviewed and considered the motions put forward by the Members at the Band Meeting and we have decided to hold a meeting of our Members to discuss the amendment of the Nation’s Constitution, Custom Election Act and Membership Law. Through this process, we hope to gather opinions from the Members on what these laws should look like and how they should be amended to best reflect the values and goals of the Nation.
On February 17, 2026, from 2pm-4pm, we will be at the Hilton Garden Inn South in Winnipeg. On February 18, 2026, from 9:30am-11:30am, we will be at the Canad Inns in Brandon and then from 4pm-6pm, we will be at the Gambler Cultural Center in Gambler First Nation.
We look forward to meeting with Membership to consult on potential amendments to the Nation’s Constitution, Custom Election Act and Membership Law. At these meetings, we will discuss the current processes set out in these laws and how they impact our community. We will also provide suggestions and seek your valuable feedback on how these laws could be improved. This is your opportunity to have your voice heard before any potential amendments are finalized.
On February 6th, we will provide summary documents for each current law, as well as the required background information necessary for Members to provide informed feedback.
After we receive your input, we will amend the laws and will hold a subsequent meeting with Members to discuss the updated draft laws.
We look forward to these important discussions. The meeting at 4pm-6pm on February 18, 2026, will also be livestreamed for those that cannot attend in person.
